What does the "Failed to read update data from URL. Got CURL error '7'" error mean?

Overview

I've just upgraded to Reporter, version 9.2.x and I'm seeing these error messages.  What do they mean?

   Failed to read update data from URL. Got CURL error '7'

This message is generated by the Curl library, when Reporter is installed on LINUX.  This was caused by Reporter trying to access the internet to check for new versions, which it does once a day. The fix was to correctly configure the expicit proxy settings in Reporter.
